History
Approved by the Chelan County Board of Commissioners in 2021, the Cascade Public Infrastructure Fund was established as a grant program for public facility projects serving economic development in Chelan County. The grant program does not impose a new tax on Chelan County citizens but is instead funded by existing revenues from the sales-and-use tax for public facilities in rural counties. For this reason, the CPIF is often referred to as the Rural Counties Tax.
In 2022, the Legislature expanded the use of these funds to include projects that supported permanently affordable housing, allowing counties to consider applications from housing authorities or housing trusts. The expansion of the definition of public facilities to include affordable workforce housing infrastructure or facilities was prompted by the state’s critical housing shortage.
Between 2021 and 2023, the CPIF invested nearly $4.5 million into economic development and housing projects in Chelan County. See past awards.
Local government entities, junior taxing districts and “qualifying providers” as defined in RCW 82.14.370 located within Chelan County are eligible to apply for a CPIF grant. These entities include but are not limited to:
Chelan County
Cities
Regional Port Authority (only for projects located in Chelan County)
Public Utility Districts
Water and sewer districts
Housing Authorities and Housing Trusts
Other districts that may implement projects consistent with the objectives of this program
WHAT IS THE GRANT TIMELINE FOR 2024?
Applications open June 1 and are due by 5 p.m. July 1.
Successful applicants will be notified by Sept. 1, 2023.
WHAT IS THE GRANT PROCESS?
1. Upon submission, applications are reviewed for eligibility by the Economic Services Director and the Housing Program Manager.
2. Only eligible applications will be reviewed and scored by the CPIF Advisory Committee. The advisory committee consists of 11 members:
The Chelan County Economic Services Director, who will act as chairman.
One member from each city located within Chelan County who serves as an elected official or executive-level staff. The cities include: Wenatchee, Leavenworth, Cashmere, Entiat and Chelan.
One member each from the Malaga, Manson and Peshastin community councils.
One member from the Wenatchee Valley Chamber of Commerce Hispanic Business Council.
One member from the Chelan Douglas Regional Port Authority.
3. CPIF Advisory Committee provides funding recommendations to the Chelan County Board of Commissioners.
4. BOCC adopts recommendations and contracts with funded agencies.
5. Applicants will receive notice of funding by Sept. 1, 2024.
