Chelan County Multi-Use Pathways Plan

Chelan County, including many of its municipalities and associated agencies have long recognized the value and importance of multi-use pathway networks, supporting resident quality of life and the regional economy. 

In 2019, the County began formal efforts to commission a Pathways Plan to focus on multi-use, inter-urban trail types led by a committee of key stakeholders.  An initial outcome of the stakeholder group was a co-funded partnership between the Cities of Cashmere, Chelan, Wenatchee, and Chelan County for this effort. The County’s Natural Resources Department and the Public Works Department joined to commission and begin the planning process on behalf of the stakeholder group in November of 2020. The resulting plan will reflect previous trail planning related efforts, provide a basis for future grant applications and help prioritize future investments.

 

What previous planning efforts will this plan relate to?

The various communities of Chelan County have a long legacy of trail planning and implementation for their respective areas.  According to Chelan County’s Comprehensive Plan “A trails plan is a crucial step in determining the linkages the trails will provide, exploring alignment, design, cost, phasing and relative priority.”  Several previous efforts for various areas within the County provide a solid foundation for trails and pathway planning, including: 

  • Chelan County Comprehensive Plan (2017)
  • Lake Chelan Community Open Space Vision (2018)
  • Upper Valley Regional Trails Plan - Leavenworth, WA (2009)
  • Chelan Valley Public Trails Comprehensive Plan (1992)
  • Our Valley Our Future Action Plan (2017)
  • Regional Transportation Improvement Program (2021-24)
  • Wenatchee Valley Bicycle Master Plan (2018)
  • Chelan-Douglas Outdoor Rec Economic Study (2017)
  • Stemilt-Squilchuck Recreation Plan (2019)

 

Who is involved?

The Natural Resources and Public Works Departments are leading this effort and final approval for the plan will be from the Board of County Commissioners of Chelan County. A stakeholder group planning committee has been established to oversee the development of the plan and assist with community engagement, plan development, identification of pathway opportunities and provide general oversight.  Membership of the committee includes representatives from the following organizations and agencies:

  • TREAD
  • Wenatchee Valley Chamber of Commerce
  • Chelan-Douglas Land Trust
  • Chelan-Douglas Transportation Council
  • Chelan County Natural Resource Department
  • Complete the Loop Coalition
  • WSDOT (Department of Transportation)
  • City of Wenatchee Parks Department
  • Lake Chelan Trails Alliance
  • City of Entiat
  • City of Leavenworth
  • City of Wenatchee
  • City of Chelan
  • City of Cashmere

Professional consultant team, SCJ Alliance, has been hired to compile information, write the plan, and assist with the process.

 

What is the overall timing for the plan?

The process began in 2020, and a draft for consideration by the Board of County Commissioners is slated for June of 2021:
