SUMMARY

The Building Inspector position is under the direct supervision of the Building Division Manager, or other Division Manager(s) as assigned.  The Building Inspector employee will be responsible to ensure certain standards of safety and structural quality are being met for all structures requiring inspections.  This position will further be responsible for determining if construction work meets current building code requirements, organize daily schedules, answer questions, educate homeowners and builders to any corrections to meet codes, and may be assigned to other Divisions in the Department as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

This job description is intended to present a descriptive list of the range of duties performed by the employee working in the Building Inspector position and is not intended to reflect all duties performed within the Building Inspector position.

  • Perform inspections of buildings and a wide variety of other structures in various stages of construction, alteration and repair; inspect foundation, concrete, framing, fire safety requirements, mechanical, plumbing, energy conservation, facility accessibility and others items.
  • Perform field and office review of plans and specifications. Notify permit applicants of information required for correction of any deficiencies.
  • Provide information to the public and the building industry to clarify codes and adopted standards at their request. Investigate and resolve complaints from the public.
  • Keep detailed records and prepare reports of inspections, investigations and other work performed; participate in cases for legal action.
  • Verify Flood Plain locations for all permit applications and as requested by the public.
  • Read and interpret building plans and specifications. Read, interpret, apply and explain laws, codes and regulations.
  • Analyze situations accurately and adopt an effective course of action.
  • Establish and maintain cooperative and effective working relationship with others.
  • Work independently with little direction.
  • Perform other work as assigned.

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

QUALIFICATIONS

  • Knowledge of State building, plumbing, mechanical, energy conservation codes and related regulations.
  • Knowledge of building tools, materials and modern methods of building construction, alteration, repair and workmanship.
  • Record keeping techniques including use of personal computers.
  • Must have oral and written communications skills.
  • Must have the ability to interact with customers/public using tact, patience and courtesy.
  • Must maintain an awareness of current building, plumbing, mechanical, energy conservation codes and related regulations

EDUCATION AND EXPERIENCE

Must have high school diploma or equivalent, plus five years experience in various phases of building construction, inspection work or plan preparation. Course work or formal training in construction plans may be substituted for two years experience.

LANGUAGE SKILLS

Must be able to communicate with customers and explain potential problems found during inspections, this means communicating effectively during stressful situations and with customers that might not want to communicate.

MATHEMATICAL SKILLS

General bookkeeping skills may be required. Occasionally may need to perform basic math such as add, subtract, multiply or divide.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

LICENSES AND CERTIFICATIONS

Valid Washington State driver’s license.

ICC Residential Building Inspector Certification and ICC Commercial Building Inspector Certification.  Self study in the office, and must obtain ICC Building Inspectors Certification within 6 months of employment.

While performing the duties of this job, the employee is occasionally exposed to high, precarious places; toxic or caustic chemicals; and outside weather conditions. The noise level in the work environment is usually moderate. Outdoor environment; walking around building construction sites at various stages of completion; subject to extreme heat and cold, noise, climbing and crawling.
