SUMMARY

The Planning Technician I position works under the direct supervision of the Current Planning Division Manager, or other Division Manager(s) as assigned.  The Planning Technician I is a supportive position, must be deadline driven, detail oriented and will perform a variety of routine and complex administrative & technical duties in the Community Development Division.  A primary responsibility is to assist the Planners in fulfilling necessary notification requirements related to Land Use permitting, such as conditional use permits, variances, zone changes, subdivisions, shoreline permits and SEPA.  An important responsibility of this position is to assist the public related to the administration of land use regulations.   Multi-tasking and interruption management are essential skills.  This position will assist in the preparation of reports and will have limited interaction with Boards and Commissions.  This position will participate in regularly scheduled evening public hearings.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

  • Conducting activities within the Community Development Department.
  • Archiving of mapping and documents. Provide support relative to public records requests and administrative back stopping, including direct counter support.

  • Assist in the processing and reviewing of land use applications, determine appropriate application type, accept applications and revisions perform completeness check and complete necessary documentation.
  •  
  • Preparing notices and referral materials, provides mapping of land use applications and zoning responses/inquiries. Mailing and distributing necessary notices and working directly with applicants, other agencies/departments to procure comments.

  • Providing land use & development information to the public, conveying rules and regulations of the development review process in an understandable and user friendly manner. This is in person, by phone, mail, electronic mail and fax, and providing various levels of information and guidance.

  •  Maintain tracking spreadsheets regarding file status. Must learn and become proficient with the input and management of permit information in the permit tracking system.
  • Schedule and prepare hearing legals/notices; prepare file copy for Hearing Examiner as well as set up for Planning Commission/Hearing Examiner.  Technical computer skills essential.  GIS usage and understanding is very beneficial.

  • Maintain contact list for noticing and assisting long range planner with preparing for Planning Commission meetings and hearings.
  • Recording and preparing meeting minutes related to the Hearing Examiner and Planning Commission/Hearings and meetings.
  • Attend and participate in committees, as necessary.
  • Assist other divisions, as necessary.
  • Advising and assisting the public in person, regarding decisions affecting land use.
  • Compiling shoreline packets and sending to DOE/AG/FW, track time frames, compile and route staff reports to Hearing Examiner and referring agencies.
  • Prepare and update files and records; close out land use files and file appropriately.  This position will be cross trained in the review and acceptance of land use and building permit finings.

Assist public records officer with file setup, research and preparation of responses.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Associate degree specializing in land use and one year experience, or equivalent combination of education and experience equal to 3 years.Administrative, organization and communication experience can substitute.

LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 

MATHEMATICAL SKILLS

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Washington State Driver's License.

PHYSICAL DEMANDS 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to sit. The employee is occasionally required to stand, walk, and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Extensive computer work is necessary to complete these tasks.
