Salary: PW26 Steps 2-4 $7,884.01 - $8,646.79 Longevity Steps 5-8 $9,057.02 - $10,414.92
Benefits: Participation in the Washington State Department of Retirement Systems (DRS) retirement program, with an optional deferred compensation program. SUMMARY
Directs and coordinates community and rural solid waste programs including recycling, hazardous
waste disposal, transfer station operations, compost facility operation, landfill closures, illegal
dump sites and other-agency contracts. Duties are performed personally or through subordinate
supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Include the following; other duties may be assigned:
- Manage records and reports on disposal activities at Transfer Stations and Moderate Risk Waste
- Facility such as quantities of waste handled, receipts from operations, and actions taken to comply
- with public health and environmental regulations.
- Prepare request for proposals, bid specifications, service and materials solicitations, and hiring
- contractors. Monitor work, authorize payments. Calculate and recommend rates at the different
- facilities.
- Applies for and prepares applications for eligible grants from various agencies and other grant
- sources.
- Ensuring that landfill closure activities are in compliance with Department of Ecology and local
- Health District.
- Coordinating and managing recycling sites to determine best procedures and methods for best
- utilizing materials and site area for activities complying with specifications of environmental
- impact study.
- Preparing operational budget for Hazardous Waste Disposal, Recycling, Transfer Station and
- landfill closure activities and submit to agency management, and administer grant funding.
- Establish and maintain effective working relationship with area news media, prepare press
- releases, and informational notices.
- Coordinates with other jurisdictions and private businesses for recyclable and hazardous waste
- programs. Negotiate with interested persons and agencies and serve as a facilitator to develop
- programs. Establish and maintain professional working relationships with personnel from
- appropriate federal, state, local and private agencies, represent the county at public meetings.
- Organize Solid Waste Council and TAC meetings and facilitate.
SUPERVISORY RESPONSIBILITIES
Directly supervises up to eight (8) full time employees in the department. Carries out supervisory
responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and
directing work; appraising performance; rewarding and disciplining employees; addressing
complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A.)/(B.S.) from a four (4) year college or university; three (3) years’
experience; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as contract agreements, state and local laws, operating
and maintenance instructions, and procedure manuals. Ability to write routine reports and
correspondence. Ability to speak effectively before groups of customers, employees and elected
officials.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as interest, proportions, percentages, area,
circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where
only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid Washington State driver license.
The following certifications or the ability to obtain within six (6) months of hire:
Solid Waste Association/North America, Managing Transfer Station System Certification
Hazardous Waste Operations and Emergency Response per 29 CFR
