Homeless Housing Grants Open Until May 2
Beginning March 31, the Chelan-Douglas Homeless Housing Task Force seeks applications for funding from local homeless housing programs.
Applications are due by 5 p.m. on Friday, May 2, to Amber Hallberg. No applications submitted after the deadline will be accepted. Applications will be available beginning March 31 on the Homeless Housing Network webpage.
Interested applicants must be a registered nonprofit, government agency or federally recognized Washington state tribe. It is preferred, but not required, that applicants apply for already existing programs. All projects must follow the Consolidated Homeless Grant guidelines.
Applications will be accepted for administrative, operational and limited maintenance costs of supportive housing service programs, emergency shelters, transitional housing, permanent supportive housing and rental assistance. Contact Hallberg with any questions.
The two-year grants, which run from July 1, 2025, to June 30, 2027, are supported by two funding sources: the Consolidated Homeless Grant and Local Homeless Housing funds. The Agency Application must accompany all program applications, along with the individual program applications:

- Agency Application
- Program Budget Form (required)
- Permanent Supportive Housing application
- Rental Assistance application
- Emergency Shelter application
- Rapid Re-Housing and Landlord Tenant Liaison Program application

Homeless Housing Strategic Plan
State House Bill 2163 directed local governments to prepare and enact a 10-year Homeless Housing Strategic Plan with a minimum goal of reducing homelessness by 50 percent. The legislation authorized the County Auditor's Office to collect a $40 recording fee and allows a percentage of the funds to be applied locally to complete tasks and contribute toward meeting goals and objectives identified in the plan. As of July 1, 2021, Chelan County is the lead administrative entity for the Chelan/Douglas Homeless Housing Strategic Plan.
A Homeless Housing Task Force, made up of local agency representatives, meets periodically to update priorities for homeless services and programs and reviews progress made on achieving objectives and activities identified in the plan. The goals, objectives and activities identified in the plan guide the annual funding allocation. See the 2023-2025 Homeless Grant Awards.
