Homeless Housing Strategic Plan

State House Bill 2163 directed local governments to prepare and enact a 10-year Homeless Housing Strategic Plan with a minimum goal of reducing homelessness by 50 percent. The legislation authorized the County Auditor's Office to collect a $40 recording fee and allows a percentage of the funds to be applied locally to complete tasks and contribute toward meeting goals and objectives identified in the plan.  As of July 1, 2021, Chelan County is the lead administrative entity for the Chelan/Douglas Homeless Housing Strategic Plan.

A Homeless Housing Task Force, made up of local agency representatives, meets periodically to update priorities for homeless services and programs and reviews progress made on achieving objectives and activities identified in the plan.  The goals, objectives and activities identified in the plan guide the annual funding allocation.
