BOCC establishes C-PACER program in Chelan County

The Board of County Commissioners has established a Commercial Property Assessed Clean Energy and Resiliency program, or C-PACER, in Chelan County.

The state Legislature (RCW 36.165) established the C-PACER program in 2020; however, individual counties must then pass a resolution, establishing the program locally for it to be put into action.

C-PACER is a financing tool to help owners of agricultural, commercial and industrial properties and multifamily residential properties obtain low-cost, long-term and fixed financing. Qualifying improvements include energy efficiency, water conservation, renewable energy and resiliency projects.

The program allows a property owner to work with a private equity firm, placing a lien on the property that takes precedence over all other liens or encumbrances, except your taxes. Other details of the program are:

  • Improvements are repaid by a voluntary assessment on the property.
  • It is secured by a county lien.
  • Property owners are assigned to a private capital provider for billing and administration.
  • The program is designed to allow property owners to make improvements to the property, or in the case of new construction, add something they may not have been able to afford without it.
  • The program is designed for larger projects requiring significant financing.
