Chelan County Economic Services Invitation to Bid

  • Project: Chelan County Ohme Gardens, new roof for caretaker’s residence

Scope of Work

Chelan County Economic Services seeks proposals for roofing contractor services to put a new single-slope roof on the Ohme Garden’s caretaker’s residence (approximately 75 feet by 26 feet). The project will consist of modifications to the existing building, including but not limited to:

  • Remove existing roofing material.
  • Replace underlayment, insulation and fascia, if needed.
  • Install new concealed-fastener metal roofing. Metal roofing material shall meet current snow load requirements, match the green metal roof on the office building with color to be approved by the Economic Services director. Metal gauge must be 26 or better.
  • Provide any material needed for roof attachment, such as blocking.
  • Provide all labor required for installation.
  • Bidder is responsible for cleanup and off-site disposal of all trash.
  • Bidder will coordinate work schedule with Ohme Gardens director.

Bid price will include all permits and applicable taxes.

Bidder must provide surety bond and performance bond as well as copies of Permits, Statement of intent to Pay Prevailing Wage and Affidavit of Wages Paid. Chelan County will hold 5 percent of contract amount until above-mentioned conditions are met.

Submit a hard copy of your bid by 10 a.m. on June 15 to the following:

In addition:

1.  All proposals must be in a sealed envelope and clearly marked "Ohme Gardens Roof.”

2.  Cost of preparation of proposals will be borne by the responding firm.

3.  Chelan County shall award the contract to the firm whose proposal will best serve the interests of the County.

A walkthrough can be conducted by appointment prior to bidding by calling 509-662-5785.

Prevailing Wage Requirement

This Request for Proposals is subject to the Prevailing Wage Laws of the State of Washington. Any bid you submit must reflect a rate not less than this amount. These bids may be reviewed for compliance during routine audits by the state examiner from the Washington State Auditor's office. Chelan County reserves the right to immediately terminate the contract with the Contractor for noncompliance with the Prevailing Wage Laws. The effective date of this proposal is the Bid Proposal due date listed above. The applicable prevailing wage rates for this project may be found on the Department of Labor and Industries website located at: https://secure.lni.wa.gov/wagelookup/. Upon request the owner will mail a hard copy of the applicable prevailing wages for this project.

Title VI Solicitation Notice

Chelan County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerers that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, select businesses, or disadvantaged business enterprises or airport concession disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.

Bid Opening

Bids will be opened at 10:30 a.m. on June 15. A bid tabulation will be posted on the Chelan County website within 24 hours or the next business day. The owner reserves the right to reject any and all bids and to waive irregularities or informalities, without cause.
