Chelan County Economic Services Invitation to Bid

Scope of Work

Chelan County Economic Services is seeking proposals for tree removal services to take out 107 black poplars at the Wenatchee River County Park. The majority of these trees are in excess of 75 feet tall. The project will consist of the following phases, including but not limited to:

  • Controlled tree removal
  • Stump grinding to a minimum depth of 12 inches below surface level
  • Level and prepare the disturbed area for new tree plantings
  • Full debris haul away

Due to budget constraints, the possibility exists that this job will need to be broken into a multi-phase/multi-year project. Please provide three bids:

  • To complete the project between Nov. 1, 2026, and March 31, 2027.
  • To remove 53 trees between Nov. 1, 2026, and March 31, 2027, and the remaining 54 trees between Nov. 1, 2027, and March 31, 2028.
  • Complete the project in three equal annual phases starting in November 2026 with completion by March 2029.

Bid price will include all applicable taxes and permits.

Bidder must provide a surety bond and performance bond as well as copies of Statement of Intent to Pay Prevailing Wage and Affidavit of Wages Paid. Chelan County will hold 5 percent of the contract amount until the above-mentioned conditions are met.

 

Proposal Submittals

Submit one hard copy of your bid by 10 a.m. on Sept. 14, 2026, to:  

Ron Cridlebaugh, Chelan County Economic Services Director, 400 Douglas St., Suite 201, Wenatchee, WA 98801.

All proposals must be in a sealed envelope and clearly marked "WRCP - Trees.”
Cost of preparation of proposals will be borne by the responding firm.
Chelan County shall award the contract to the firm whose proposal will best serve the interests of the County.

Prevailing Wage Requirement

This Request for Proposals is subject to the Prevailing Wage Laws of the State of Washington. Any bid you submit must reflect a rate not less than this amount. These bids may be reviewed for compliance during routine audits by the state examiner from the Washington State Auditor's Office. Chelan County reserves the right to immediately terminate the contract with the Contractor for noncompliance with the Prevailing Wage Laws. The effective date of this proposal is the Bid Proposal due date listed above. The applicable prevailing wage rates for this project may be found on the Department of Labor and Industries website located at: https://secure.lni.wa.gov/wagelookup/. Upon request, the owner will mail a hard copy of the applicable prevailing wages for this project.

 

Bid Opening

Bids will be opened by the owner's representative at 10:30 a.m. on Sept. 14, 2026.

A bid tabulation will be posted on the Chelan County website within 24 hours or the next business day.

The owner reserves the right to reject any and all bids and to waive irregularities or informalities without cause.
