Coordinated Entry program program receives Projects of Impact award

Coordinated Entry, a local program that serves as the access point to services for people who are experiencing homelessness or are at imminent risk of homelessness, was recently recognized by the Washington State Association of Counties.

The program was awarded a County Projects of Impact award, which spotlights outstanding county projects that are making a difference in a community. Funded by Chelan and Douglas counties, the program has undergone several changes in the last three years to become a model for counties around the state.

“What started as an idea on the back of a napkin has become an award-winning program that is more effectively serving our community,” said Amber Murillo-Vera, Community Services manager for Chelan County. “That’s because of dedicated staff, community partners and leaders who were willing to think outside the box.”

Some 40 programs across the state were nominated for the award. Seven programs received Impact awards and another five were chosen as honorable mentions, including the Chelan County Veteran Services Office remodel project.

A contingent of Chelan and Douglas county representatives, along with community partner Link Transit, attended the awards luncheon on Nov. 20 at the County Leaders Conference in Spokane to accept the honor.

“I am extremely proud and humbled that our program received this honor,” Murillo-Vera, said. “This award means so much to the team and the department; we have put much work in over the past few years to get Coordinated Entry to where it is today. There is no other community operating coordinated entry like this in the state.”

Also referred to as the Homeless Housing Network, Coordinated Entry connects people to resources such as emergency shelters, transitional housing and permanent housing solutions. Up until 2024, the program was being contracted out by the counties to a variety of nonprofits.

In July 2024, the counties moved the program in-house to improve efficiencies for clients. In the past, some clients fell through the cracks. Today, a client will hear from the Homeless Housing Network in one day.

At the same time the program was moved in-house, the counties also opened the program’s first physical location at a space at Columbia Station, owned by Link Transit. Clients can walk into the building and talk with a staff member. With the in-person office and website, the program offers applications digitally, in-person and over the phone; most county programs offer only paper applications.

The program also expanded this year, adding an outreach lead position that has designated office hours at a variety of local agencies and libraries throughout the two-county region. The outreach lead provides assessments and identifies resources and support for community members.

Chelan and Douglas counties use money from their consolidated homeless grant and local document recording fees to operate the program. Chelan County serves as the lead.
