MDNS, staff report on stop-work order in No. 1 Canyon

A stop-work order issued by Chelan County on May 3, 2022, on three parcels in No. 1 Canyon of Wenatchee, owned by Tyler Chambers, has garnered some renewed interest from the public.

As a public courtesy, we are providing the SEPA Notice of Issuance of Mitigated Determination of Non-Significance (MDNS). It lists management and mitigation measures listed in the Habitat and Mitigation Management Plan, as prepared by Grette Associates. It also lists management and mitigation measures listed in the geotechnical investigation report, prepared by De-Civil, PLLC. Both consultants represent Chambers.

Both consultants were hired by Chambers and provided the requirements the county is holding him to.

The MDNS includes the original MDNS, the MDNS withdrawal and the final MDNS, of which Chambers has not acted upon.

We are also providing the Dec. 30, 2024, staff report that was presented to the Chelan County hearing examiner. The staff report provides a timeline of events. The hearing examiner affirmed the MDNS.

Lastly, we provide the list of active cases, as of Sept. 30, 2026, related to the Chambers’ property. There are four active cases, two of which the county is not a party to.

  • In Chelan County v. Chambers (22-2-00431-04), Chelan County issued a stop-work order and sued Chambers to enforce it. Chambers then filed a motion to dismiss the stop-work order. On July 29, 2025, Chelan County Superior Court Judge Travis Brandt denied the motion. The stop-work order remains in full force and effect. There has been no activity on this case since July 29, 2025.
  • In Chambers v. Chelan County Community Development (25-2-00780-04), Chambers filed a Land Use Petition Act as a result of the Chelan County hearing examiner’s decision to affirm the MDNS issued to Chambers. The “Number One Canyon Community” intervened in the case. On Jan. 5, 2026, Judge Brandt entered an order authorizing intervention. There has been no activity on this case since then.
  • In Chelan-Douglas Land Trust v. Chambers (22-2-00766-04), the Chelan-Douglas Land Trust sued Chambers for trespass. Other than a periodic status report being filed, there has been no activity on this case. As of Sept. 11, 2026, the case is pending. Chelan County is not a party to this case.
  • In Chambers v. Canlis (23-2-00028-04), Chambers sued Matthew Canlis, a neighbor, for trespass and interference with a business expectancy. On Aug. 28, 2026, Canlis filed for summary judgment, requesting the case be dismissed. The summary judgment motion is scheduled for hearing on Nov. 16, 2026. Chelan County is not a party to the case.

By providing easy access to the public documents, we hope to correct any misinformation about the stop-work order, which was upheld in Chelan County Superior Court. Chelan County follows state building codes; the county does not exceed state codes. Chelan County and Community Development also treat all applications equally and expect all applicants to follow SEPA-recommended mitigation measures.
