Preliminary budget is point-in-time snapshot of budgeting process

The Board of County Commissioners passed the 2027 preliminary budget on Nov. 2, accomplishing two key steps in the annual budgeting process.

Because state law requires counties to pass a preliminary budget, the preliminary budget is a “point-in-time snapshot” of where the board is at in the budgeting process on the day of passage, explained Cathy Mulhall, Chelan County administrator.

“This doesn’t mean the board has approved any individual department’s budget,” Mulhall said. “We still have about a month of work to do on the budget, which will be formally approved on Dec. 7.”

In addition, state law allows a local taxing district to increase its property tax levy revenues by a maximum of 1 percent a year. The board approves that increase annually with the passing of its preliminary budget.

Chelan County collects about $16.5 million in property taxes a year. The 1 percent increase will garner an additional $165,000 in 2027.

On Nov. 2, the preliminary budget showed projected revenues of $62.89 million in 2027. At this time, department budgets and requests operating out of the general fund total about $67.54 million.

The preliminary budget shows a gap of about $4.6 million between department requests and 2027 projected revenues. Commissioners will continue holding budget workshops through November, including a four-hour budget workshop on Nov. 3, to close that gap between revenues and requests.

Among the largest increases in the 2027 budget is in employee salaries and benefits. Salaries and benefits are up almost $3.8 million, or about 9 percent over 2026.

Commissioners Kevin Overbay and Shon Smith voted to approve the preliminary budget; Commissioner Brad Hawkins voted against it. The preliminary budget is on the county’s website.

The public hearing on the final proposed budget will be at 10 a.m. on Dec. 7. People will be able to speak at the hearing in person or via Zoom.
