Description

Salary:  PW 13 Steps 2-4, $4,275.10 - $4,713.30 Monthly DOE.  Step Increases $4,948.96 - $5,729.05

Primary responsibilities of the HR Generalist/Chief Civil Service Examiner include running and oversight of the county Civil Service program, including development of testing processes and interview questions. As part of the Human Resources department will also be responsible for orientation of new employees, explaining benefits available to employees and enrolling employees in benefit programs; policy review and updates, and providing assistance to supervisors and Elected Officials regarding personnel issues. Responsible for all recruitment of new employees.  This position assists in recruitment and training and acts as back-up for other HR positions.

Qualification

Must have knowledge and understanding of human resources procedures, employment practices, and employment laws. Strong written and verbal communication skills and knowledge of Microsoft Office programs are required.

EDUCATION AND EXPERIENCE

A Bachelor’s degree in Human Resource Management or related field preferred, and 2- 4 years of experience in Human Resources; or equivalent combination of education, skills and abilities to successfully perform the job duties. Experience and knowledge of recruitment, interviewing and test development strongly preferred. Public speaking and/or training experience a plus.

LANGUAGE SKILLS

Ability to read, analyze and interpret employment literature, including legislature. Ability to write reports, business correspondence, and training materials. Ability to effectively present information and respond to questions from groups of managers, fellow employees, customers and the general public.

MATHEMATICAL SKILLS

Must be able to understand salary information and make percentage calculations. Understand and use statistical information regarding HR data. Collect and analyze statistical data; prepare a variety of reports.

REASONING ABILITY

Practice practical problem solving and the flexibility to adapt and respond to changing and sometimes stressful situations. 

CERTIFICATES, LICENSES AND REGISTRATIONS

A valid Washington State driver’s license is required.

WORK ENVIRONMENT

Work environment will be primarily indoors in an office setting. Noise level is generally minor. May deal with emotional, upset, or argumentative individuals. Travel between buildings and to various county facilities and locations outside of the main courthouse complex will be necessary for performance of job duties and to attend training.

Duties and Responsibilities

Civil Service: Serves as Chief Civil Service Examiner. Civil Service is a merit system of employment for deputy sheriffs and other county employees employed in the Sheriff's Office.

  • Development of written test materials and interview questions to be used in testing for all Civil Service covered positions, using industry accepted best practices.
  • Prepares and/or arranges for use of written examinations or oral interviews; administers and conducts examinations; grades or has graded test answers; collects all pertinent applicant data and promulgates appropriate eligibility lists.
  • Serves as recording secretary at all Commission meetings; prepares agendas and transcribes and prepares minutes of all Commission meetings.
  • Makes recommendations to Commission for revisions or amendments to Civil Service rules and regulations; interprets rules and regulations as required.
  • Writes job announcements and advertisements; accepts applications; schedules examinations.
  • Obtains technical and/or legal assistance from within the County, the community or from other cities or agencies as necessary.
  • Reviews and assists with development of position classifications for the Sheriff's Office positions within the Civil Service jurisdiction.
  • Maintains confidential personnel files, testing files and office files.

Human Resources Duties:

  • Responsibilities include orienting new employees to the County, assisting in filling out paperwork, and enrolling new employees in benefit plans.
  • Assist Director in developing comparable data for labor negotiations, as well as assisting with implementation and interpretation of collective bargaining agreements.
  • Act as back-up to the Insurance Safety Coordinator/HR Generalist, to complete monthly insurance billing, and process to submit workers compensation claims.
  • Review and develop required policy updates for countywide and departmental policies.
  • Provide guidance to Elected Officials, Department Heads and supervisors on personnel issues, as well as state and federal employment laws and County policies; maintain confidential personnel information and records.
  • Coordinate with benefit brokers for benefit programs; explain benefit options and enrollment choices for employees regarding health insurance, dental, retirement, and voluntary benefits.
  • Prepare internal employee communications, emails, letters, and training notices, benefit updates, etc.
  • May assist with and/or provide training to county employees.
  • May act as primary point of contact and be responsible for HR sponsored programs including Wellness.
  • Perform general administrative duties, which may include processing weekly vouchers and running payroll.

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities.
