The position includes a state retirement system, with a deferred comp program available. Health insurance package includes Medical, Dental, and county contributions to a personal health savings account. Includes up to 11 paid holidays and additional floating holidays per collective bargaining agreement. Along with monthly accrued vacation and sick leave. 

SUMMARY

The Chief Civil Deputy is a non-commissioned leadership position within the Chelan County Sheriff’s Office Administration, responsible for the Records and Civil Divisions, Information Technology, financial and budgetary functions, and grant administration. This role ensures compliance with applicable laws, financial accountability, personnel management, and efficient operational procedures.

Reporting directly to the Undersheriff, the Chief Civil Deputy exercises independent judgment in financial management, personnel supervision, administrative policy interpretation, and law enforcement Records and Civil compliance.

DISTINGUISHING CHARACTERISTICS

The Chief Civil Deputy holds full administrative authority, responsibility and accountability over the Civil and Records Divisions and is the primary for internal financial and budgetary oversight, personnel management, technology administration, and associated compliance audits.

SUPERVISION RECEIVED AND EXERCISED

Reports to: Undersheriff

Supervises: Non-commissioned Records Supervisor, professional administrative personnel, and technical support employees.

Scope of Authority: Exercises significant autonomy in interpreting and applying policies related to personnel management, financial operations, IT management and compliance.

PRIMARY DUTIES & RESPONSIBILITIES

Records and Civil Division Management

Leads all operations within the Records and Civil Divisions, ensuring compliance with Washington State public disclosure laws, records retention mandates, and civil statutes governing evictions, writs, and judgment enforcement.

Oversees the processing of all warrants, protection orders, concealed pistol licenses, public records requests, and all other regulatory requirements of the Records and Civil divisions with adherence to all state and federal laws.

Financial and Budget Management

Manages all financial functions of the Sheriff’s Office, including accounts payable, accounts receivable, payroll processing, audits, and compliance with local and state government financial policies.

Leads annual budgeting processes, developing financial projections and compiling, preparing and presenting budget proposals for the Board of County Commissioners.

Ensures financial compliance with GAAP principles, state-mandated BARS systems, and county accounting policies.

Develops and administers contracts related to city law enforcement services, school resource officers (SROs), and other agency contracts/agreements.

Manages the full lifecycle of grant funding, including applying for grants, ensuring compliance with funding requirements, and managing the timely submission of reimbursement requests.

Coordinates financial reporting and recording with County Auditor, Budget Director, and Administrator to ensure accurate accounting practices.

Human Resources & Personnel Management

Assists with job classification, wage plans, adherence to federal/state employment regulations, recruitment, selection, and employee training to align with county, state, and federal employment laws.

Acts as the Sheriff’s Office HR liaison, managing on-the-job injuries, FMLA, PFML compliance, light-duty implementations, and adherence to county policy and labor laws.

Participates in union labor negotiations for commissioned and non-commissioned personnel in collaboration with county officials.

Ensures compliance with employee benefits administration and workplace safety policies.

Information Technology Management

Serves as the liaison between the Sheriff’s Office and County IT, managing law enforcement technology infrastructure, including dashcams, body-worn cameras, digital records systems, secure databases and IT equipment.

Oversees the lifecycle management of all laptops and desktop computers within the Chelan County Sheriff's Office, including scheduling replacements, coordinating procurement, and managing software updates.

Provides technical support, device maintenance and repairs, and oversight of IT platform implementations.

Administers county-issued cell phones, air cards, and communication systems, ensuring cost-effective management and compliance.

Oversees CJIS security protocols and certifications, ensuring FBI/WSP ACCESS compliance for data access and secure site protocols.

Public Relations & Communications Administration

Manages the Sheriff’s Office website and social media platforms, ensuring effective public engagement, transparency, and informational updates.

Develops and distributes annual reports, recruitment materials, media releases and legal notices.

Participates in designated community engagement and recruitment events, ensuring effective representation of the organization.

Regulatory Compliance & Audits Management

Serves as the agency’s Terminal Agency Coordinator (TAC) for WSP ACCESS compliance, ensuring proper security, certifications, and law enforcement database management.

Leads tri-annual ACCESS Business and Technical audits to ensure regulatory adherence for database entries, validations, and security policy implementation.

Assist in the annual county audit conducted by the Washington State Auditor’s Office, focusing on the Sheriff’s Office financial records, grant documentation, payroll calculations, and related compliance materials.

QUALIFICATIONS & REQUIREMENTS

Education & Experience

Graduation from an accredited college or university with a four-year degree in Accounting, Governmental Finance, Human Resources, or a closely related field. (additional experience may substitute for education, with one year of experience equating to one year of education).

Four (4) years of progressively responsible professional accounting financial management experience.

Four (4) years of progressively responsible personnel supervision and leadership.

Experience in municipal or county government administration is preferred.

Technical & Professional Skills

Advanced knowledge of budget development and financial management, including GAAP compliance and local government financial oversight.

Proficiency in communication, leadership, change management, and customer service.

Expertise in law enforcement records and civil administration, gained through a minimum of three (3) years of experience supervising and overseeing records and civil operations or an equivalent role in the criminal justice system.

Advanced proficiency in Microsoft Office Suite (Outlook, Word, Excel).

Advanced accounting experience, performing complex fiscal analysis, auditing, and strategic financial planning.

Ability to manage multiple responsibilities under time constraints, exercising sound professional judgment, discretion, and the highest degree of confidentiality.

Proven ability to work collaboratively across divisions, departments, outside agencies, and throughout the chain of command.

Excellent communication, negotiation, and problem-solving skills.

WORKING CONDITIONS

Full-time, exempt position within the Chelan County Sheriff’s Office.

Requires confidential handling of sensitive financial, personnel, and legal information.

Some evening/weekend work may be required for budget meetings, contract negotiations, regulatory audits, community engagement events, and emergency technology administration.
