The position includes a state retirement system, with a deferred comp program available. Health insurance package includes Medical, Dental, and county contributions to a personal health savings account. Includes up to 11 paid holidays and additional floating holidays per collective bargaining agreement. Along with monthly accrued vacation and sick leave. 

SUMMARY

Officially represents the Auditor, service as the Auditor in the Auditor’s absence and directs staff in the overall administration and management in daily departmental operations to provide citizens of the County with services related to the conduct of elections; the conduct of the central accounting system for all county agencies and other governmental units; the sale of vehicle licenses; the filing and recording of deeds, conveyances, surveys, long plats, short plats and other such documents; title searches; uniform commercial code filings; preservation of historical documents; the attestation of public instruments; and a wide variety of other specific statutory and local ordinance responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Direct and manage all daily activities of the Auditor’s office.
  • Provide direct liaison between the Auditor’s Office and outside vendors in the acceptance, installation and upgrade of all software systems currently in use and future acquisitions.
  • Responsible for executing reforms, modifications, and new programs including new systems, new technology, paperwork management, workflow procedures, productivity, efficiency, economies, and compliance with legislative and Commissioner intent.
  • Directing staff in development of Auditor’s Office budget, analyzing actual expenditures as compared to budget estimate, and recommending revisions to the budget. 
  • Preparing, evaluating, and balancing Auditor’s Office annual budget.
  • Advising the Auditor and Auditor’s Office departments on budgetary issues, and allocating funds within the department.  Manage and authorize all purchases for the department.
  • In the Auditor’s absence may present the County’s financial status to the elected officials and department heads on a monthly basis.
  • Provide personnel management support for the Auditor’s department, advising of its options in various employment situations, and responsibilities with compliance concerning all state and federal labor laws.
  • Researching and interpreting, as well as insuring concurrence with election statutes and regulations; monitoring license, recording, and accounting departments for compliance with state and local regulations.
  • Relieve Auditor of day-to-day department activities and enable Auditor to conduct countywide activities, pursue major policy matters, focus on long range planning considerations, and provide leadership in respect to high priority issues.
  • Lobbying to State Legislators for the purpose of establishing/modifying new laws and policies that benefit the County and public citizenry of Chelan County.
  • Establishing and maintaining effective relationships with staff, co-workers, public officials, the media, county residents, and representatives of other agencies.

SUPERVISORY RESPONSIBILITIES

Manages two subordinate supervisors who supervise support staff in the Auditor's Department, is responsible for the overall direction, coordination, and evaluation of th unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor’s degree in Public or Business Administration or a closely related field, and 5 or more years experience in the field of managerial administration, particularly in respect to personnel and budgets; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to prepare reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Required to be certified by the Secretary of State in performance of election duties.  Election Certification is a two-year process that combines technical training and education, with experience and knowledge.  There are specific standards that must be met throughout the year, and a comprehensive test that is taken at the end of an initial two-year period.
