Chelan County passes 2022 budget for FCZD

On Dec. 13, Chelan County commissioners, who serve as the Flood Control Zone District's Board of Supervisors, passed the 2022 budget for the Flood Control Zone District.

Next year, the special taxing district is projected to garner $785,000 from property taxes. The district has nearly $1.5 million in reserves and also will spend nearly $1 million in FEMA grant funding next year.

Most of the district’s expenses next year -- about $2 million -- will be in construction and capital improvements. The money will be spent on flood mitigation projects that better protect the public as well as private and public property.

For projects next year, the FCZD will:

Complete the Slide Ridge Retrofit project on South Lakeshore Road. The bridge was opened to one lane in early December and is expected to open to two lanes once the railing and guardrail are installed. Next year, the contractor will finish up paving and channel work and earth work near the lake.

Construct the No. 1 Canyon Debris Basins. Four flood debris basins will be built on 21 acres at the end of No. 1 Canyon Road. The basins will capture and release flood flows that come downstream, minimizing future damage to private and public property. A similar series of detention basins was built in 2015 further down No. 1 Canyon Road.

Bring the Ski Hill Basin project to 30 percent design. The consultant on this project is wrapping up a report on the project. Then the consultant will move forward with a conceptual design on the preferred mitigation strategies that the public identified in early 2020. With a conceptual design, the district will be able to apply for grant funding for this project.

Begin a study of the No. 2 Canyon. This study will be similar to one that was completed by the district for No. 1 Canyon. It will explore the canyon and its deficiencies and then propose flood mitigation measures. The district has received a $112,000 Ecology grant for this work, which is a joint project of the county and the City of Wenatchee.
