Chelan County Commissioner Kevin Overbay was recently appointed to serve as president of the Washington Counties Risk Pool, which supports its member counties with risk management programs.
Overbay was previously serving as vice president of the WCRP’s Board of Directors and was to step into the president’s role on Oct. 1. His peers, who represent counties across the state, elected him as board president to fill the vacated position after Mike Thomas, San Juan county manager, stepped down in February.
Overbay also is on the WCRP Executive Committee, which provides oversight to the organization. He will continue in his role as president until Sept. 30, 2025, if re-elected as a Chelan County commissioner this fall.
Established in 1988 and representing 25 of Washington’s 39 counties, the WCRP was “created by counties for counties” to provide its member counties programs of joint self-insurance, joint purchasing of insurance and joint contracting for or hiring of personnel to provide risk management, claims handling, and administrative services.
The WCRP is governed by its Board of Directors, which is comprised of one director representing each of the member counties. Overbay has been a director on the board since January 2019 and a member of the 11-member Executive Committee since June 2022. On the Chelan County Board of County Commissioners, he represents District 1.
WCRP committee members review any claims made against the WCRP or its members. They also work with the Washington State Association of Counties and the Washington Association of County officials in considering statutory and regulatory issues impacting the counties.
