Local Emergency Planning Committee (LEPC

The Chelan/Douglas Local Emergency Planning Committee (LEPC) is the joint coordination and oversight body for hazardous materials located in Chelan and Douglas Counties. The Chelan/Douglas LEPC falls under the jurisdiction of the Emergency Management Divisions of the Chelan and Douglas Counties Sheriff’s Offices. The Committee’s mandate, by federal legislation, is to carry out the requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986. The Chelan/Douglas LEPC is tasked with developing and maintaining an LEPC Hazardous Materials Emergency Response Plan.

The LEPC works in coordination with facilities that use or store hazardous materials, emergency responders, and various community stakeholders to prepare hazardous materials emergency response plans. Both the Chelan and Douglas Counties Emergency Management Divisions serve as a repositories for the required Tier II reports from facilities in their respective counties.

Chelan/Douglas LEPC Meetings

The Chelan/Douglas Local Emergency Planning Committee (LEPC) meetings are held to provide Tier II status reports, recent hazardous materials release and spill reports, reviews and annual updates on the LEPC Emergency Response Plan, planning for emergency response plan exercises, and provide LEPC member agencies, organizations, and individuals an opportunity to share presentations or information on training and exercises

The LEPC meetings are scheduled on the 3rd Tuesday, on even months, at 10:00am.  Meetings are held in person at various facilities and agencies around the counties, and a virtual component through ZOOM is included.  To sign up for the meeting reminders and upcoming meeting agendas, or for additional information about LEPC, please contact the Chelan/Douglas Information Coordinator, Stan Smoke, at stan.smoke@co.chelan.wa.us.

The Chelan/Douglas LEPC Hazardous Materials Emergency Response Plan

This plan establishes the policies and procedures under which the Counties of Chelan and Douglas will operate in the event of a hazardous materials incident, oil spill, or other release. 

The plan is designed with an all-hazard approach to prepare the Counties of Chelan and Douglas and their political subdivisions for incident response and to minimize the exposure to or damage from materials that could adversely impact human health and safety or the environment.  This document outlines the roles, responsibilities, procedures and organizational relationships of government agencies and private entities when responding to and recovering from a hazardous materials event.
