FCZD PROJECTS UNDERWAY:

Stemilt Creek Bridge No. 103 Scour Repair: Chelan County Public Works plans to repair scour-related impacts to the Stemilt Creek Bridge No. 103, which crosses Stemilt Creek, a small tributary of the Columbia River. A high flow event in 2019 scoured the channel and has undercut both bridge abutments. The stream appears to have degraded several feet since the structure was built and multiple scour countermeasures have been used over the years in an attempt to mitigate scour. The project proposes a design that involves channel realignment, scour countermeasures, grade control and bank stabilization that will reliably mitigate scour until the bridge reaches the end of its service life. Construction is planned for fall 2025.

Twenty-Five Mile Creek Culvert Replacement Project, Phase 1: Located off of South Lakeshore Road at Twenty-Five Mile State Park, the project site is about 20 miles northwest of Chelan. To reduce damage and traffic delays from post-wildfire debris flows created by the 2021 Twenty-Five Mile Fire, Chelan County will replace the dual box culvert with a concrete bridge that spans the creek, allowing post-fire flood flow to pass under South Lakeshore Road, not over it. The project has currently issued a request for qualifications from consultants for the project's design. RFQs are due on Jan. 17, 2025. Design is estimated to start in February 2025 and be complete by May 2026. Construction is planned for summer 2027.

 

COMPLETED FCZD PROJECTS:

Chelan County Disaster Debris Management Plan: Chelan County is vulnerable to disasters and emergencies that could potentially generate large amounts of debris. The purpose of this plan is to provide an operational and administrative framework for Chelan County to clear roadways and remove debris. This would open transportation routes and reduce threats to human health and safety and harm to the environment. The plan was completed in 2023.

Ski Hill Basin Analysis: In the past, the Ski Hill Basin has experiencd increased volumes of runoff, impacting both public and private property. A FCZD consultant team completed an analysis of the basin identifying flood risks and creating a framework for reducing flooding impacts to public and private property within Chelan County and the City of Leavenworth. The analysis will guide future capital projects that will protect property and the health and safety of the public. This project was completed in 2023.

No. 2 Canyon Mitigation Strategy Analysis: Located west of the city of Wenatchee, No. 2 Canyon is a 9.5-square-mile basin that is situated along the east slopes of the Cascade Mountain foothills. Runoff from the canyon's high slopes pose a significant risk to public and private property and safety. A comprehensive assessment of the No. 2 Canyon conveyance in both Chelan County and the city limits will be used to assist the two agencies in identifying and mitigating flood risks. The assessment will be a tool in guiding future capital projects that protect property and the health and safety of the public from flooding. This project was completed in 2023.

No. 1 Canyon Flood Debris Basins: A team of experts designed a series of flood debris basins that were built on county-owned land in No. 1 Canyon in Wenatchee. The debris basins will provide a collection-and-release point for reoccuring, debris-laden floodwaters that often strike the canyon following rain events or during heavy snowmelt. Construction was completed in March 2023.

Slide Ridge Retrofit: A team of experts designed a bridge structure for this location to eliminate Slide Ridge’s impact on South Lakeshore Road (photo above). A bridge reduces the risk of damage to life and property through the conveyance and control of mud and debris flows originating from Slide Ridge. A bridge also ensures a year-round, continuous corridor for the community that surrounds Lake Chelan and it will be a proactive solution to a problem that Chelan County has dealt with for decades. Construction was completed in 2022.

No. 1 Canyon Conveyance Project: Completed in 2018, construction involved the installation of 450 feet of 36-inch culvert to aid in the conveyance of reoccuring flood flows from No. 1 Canyon.

No. 1 Canyon Gap Analysis: No. 1 Canyon can be characterized as having a steep channel profile throughout its 6.8-square-mile basin, allowing for alluvial sediment transport in debris flows typically occurring during floods on the order of 10-year and greater recurrence intervals.  When this happens, flooding of private and public property occurs, leaving costly cleanup to homeowners, Chelan County and the City of Wenatchee. The Gap Analysis analyzes the basin as a whole and determines where and what is needed to minimize the damage experienced from this type of flooding event.

Antoine Creek Road Culvert Replacement: Spring runoff events in the Antoine Creek Basin have been so severe since the 2015 Chelan Complex Fire that on more than one occasion the water has left the creek bed and covered Antoine Creek Road, causing severe road damages and even landlocking some property owners until waters receded. Three culverts that run adjacent to the road could no longer convey these increased water flows; they were upsized to box culverts, allowing for increased water flows and debris to pass during larger runoff events. Paid for in part with a $180,000 federal post-fire grant, the project was completed in July 2021.
