C12 & C14 Culvert Blasting Project
The Chelan County Natural Resource Department solicits an Invitation to Bid for the C12 & C14 Culvert Blasting Project, Chelan County, WA. This Contract provides for the fragmentation blasting of two corrugated metal pipe (CMP) culverts using controlled explosives on Clear Creek, along decommissioned FS Road No. 6101000-1.61-R. This work will result in the removal of two culvert structures (C12 & C14) and creation of an open stream channel similar to that shown in the Final Contract Drawings. Achieving the appropriate approximate shape will require an experienced and knowledgeable blasting firm to identify appropriate locations and quantities of explosives to use. This work also includes, but is not limited to clearing as necessary to safely conduct the referenced work and cleanup of ferrous material as necessary post-blasting. The Contractor will be required to conduct work and provide a blasting plan which complies with the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, Section 205 and its subsections (FP-14, Section 205.), USFS Manual 7100, Chapter 7190 – Explosives and Blasting Materials, the final Contract Plans, Technical Specifications, Contract Provisions, permit conditions and the Standard Specifications for Road, Bridge and Municipal Construction and addenda thereto.
Bidders must also meet the qualification requirements of FP-14, 205 “Qualifications” and submit all necessary documentation under that section with their bid (Appendix D). All onsite work shall occur between the date listed on the final Notice to Proceed and February 28, 2027. The estimated range of probable cost is $53,000-$65,000 excluding WSST.
An optional Pre-Bid conference with representatives from the CONTRACTING AGENCY will be held virtually on October 27, 2026 at 9:30 A.M. PDT. This project area is located on public property and open for inspection at any time. From Plain, Head toward Chiwawa Loop Road and continue straight onto Chiwawa Loop Road for 3.4 miles. Take a slight right onto Lower Chiwawa River Rd/NF-6100 and travel 1.6 miles. Turn right onto Deep Creek Forest Service 6101 Rd/NF-6101, travel 1.8 miles, park on the widened road shoulder and walk decommissioned FS Road No. 6101000-1.61-R to access the sites (C12: 47.818085039 N, -120.60928254 W; C14: 47.817173135 N, -120.60683094 W)
Sealed bids will be received by Chelan County at the Board of County Commissioners Chambers, Chelan County Administration Building, 400 Douglas Street, Suite 201, Wenatchee, Washington until Monday, November 9, 2025 at 11:00 AM PDT. Hard Copies of the Project Manual and Bid Package are available upon request.
