Project News

Posted Oct. 4: The new street lights that will be installed in the city’s portion of the project are not expected to be operational until October because of a delay in the arrival of the poles.   

 

History

In 2013, a portion of Sunset Highway that is in the city limits of Cashmere and fronts the Cashmere Mill Property was widened and improved. In 2022, Chelan County opened the new West Cashmere Bridge. That project included some improvements to Goodwin Road, where the bridge crosses over the Wenatchee River.

Today, a portion of Goodwin Road and Sunset Road that lies between the city’s and county’s projects lacks pedestrian facilities and has a narrow road width for motorists. It does not meet the needs of the development in that area or within the nearby light industrial park. This project will connect the city’s and county’s projects, reconstructing and improving the remainder of Goodwin Road and that section of Sunset Road from Goodwin Road into the city limits.

The county and city will partner on the project, with Chelan County leading engineering and construction efforts and the City of Cashmere reimbursing the county for work completed in the city limits.

 

Project Description & Benefits

The road improvement project will reconstruct Goodwin Road (milepost 0 to 0.14), a section of Sunset Road (milepost 0.54 to 0.90), and its intersection with Evergreen Road. The project will encompass improvements within the City of Cashmere.  All the roads will be rebuilt from subgrade and widened from 24 feet to 34 feet, with sidewalk on the south side near the businesses on Sunset Road.

The project also includes about 1,200 linear feet of pedestrian illumination constructed along the south frontage of Sunset Highway within the city limits (from milepost 0.54 to 0.765). In addition, there will be two intersections illuminated in the county section. The clear zone will be improved by removing or relocating roadside obstacles. Irrigation along Sunset Road will be changed from open ditch to a culvert with access points for driveways. And flower planters will be added to a portion of the project area.

The result will be not only a safer road for pedestrians, bicyclists and motorists but also a uniform corridor from the Sunset Road market area to Goodwin Road to the roundabout on Hay Canyon Road. This will result in better freight mobility access and pedestrian route connectivity.

 

Construction Schedule

KRCI of East Wenatchee is the contractor on the project. The company was awarded the project with its bid of $2,880,346. Construction is scheduled to begin May 30 and take about 100 working days, ending in mid-October. A planned road closure on the project (see below) will likely begin June 5 and go through the July 4th holiday. A detour will be in place during that time.

 

Funding

The project will cost nearly $3 million. It is being paid for in large part with state and federal grants received by both the county and city. The county, city and Link Transit also will be contributing money.

Frequently Asked Questions

During most of the project, the work area will be open to one lane, with flaggers controlling traffic. Minor traffic delays may occur. The project requires a closure of at least 30 days, which will be announced by Public Works on this project webpage, the Public Works Facebook page and on the project’s listserv. During that time, the contractor will be digging stormwater pipe trenches and removing concrete panels. A detour will be established; however, access will continue to be available for emergency responders, service providers (postal and garbage, for example) the business district and its customers, and residents living in the project area.

Access to your property will be maintained throughout the project for you, your customers or visitors, emergency services, and any services, such as mail and delivery, that need to reach your home or business.  With construction, driveways along the project area will be tied into the new road. When this happens, homeowners will be notified by the contractor of any impacts.  A detour will occur during construction for thru-traffic.

If mailboxes are within the clear zone (10 feet from the white fog line on the side of the paved road), they will be replaced. The same mailbox will be reused but placed on a new crashworthy stand that is safe for motorists.

We will contact the Cashmere Post Office and WM to alert them to the start of the project. The roadway will not be closed to mail or delivery services or to garbage collection or other utility services. Any changes in services will be as directed by the post office or WM.
